PRINCIPLES
The goal is supply
assurance, good-value, and honest-dealing.
Procurement effort
and cost is positively correlated to size and difficulty.
Supplier evaluations
are never empirical.
Disadvantaging some
prospective sources is unavoidable.
Procurement plans
are less useful than procurement planning.
Genuine "fairness" means more than simple procedural fairness.
The most reliable
supplier "performance" indicator is client satisfaction.
Due diligence will
not prevent unfounded allegations of impropriety.
The most desirable
sources are also the least likely to compromise.
Technology should
hasten outcomes and not be used to avoid people.
Individual prudence
and common sense are the best form of rulemaking.
